Utilities Enterprise Budget Documents

| 230 KV ELECTRIC INTERTIE (EL-06001)
This project will establish a 230 kV electric intertie line and
construct a 230/60 kV substation to connect the City's electric system
directly to the 230kV.

| DIRECTIONAL BORING EQUIPMENT (GS-03007)
This project will fund the purchase of additional equipment for the Utilities WGW Operations Division to assist with installing and locating new gas services by using directional boring methods. Increased use of directional boring to install gas facilities has reduced both damage to surface improvements (sidewalks, paving, landscaping, etc.) and associated restoration costs. Continued use of directional boring construction requires additional and replacement tooling.

| Electric Fund
The Electric Utility transitioned out of its 40-year contract with the Western Area Power Administration (WAPA) at the end of 2004. Major elements of the Council-approved long-term electric resource plan will continue to be implemented in the coming budget year. The goal of the implementation plan is to transition to a diversified energy portfolio that balances economics, reliability and sustainability, and to meet the critical objective of stable rates.

| Enterprise Funds Capital Improvement Program
The 2005-06 Adopted Enterprise CIP expense is $29.8 million. Expenditures have increased by $2.9 million compared to the prior year, due to a number of new projects being added. A summary of new projects being added is presented in subsequent pages.

In 2005-07, the City of Palo Alto Utilities (CPAU) plans to focus on customer service, infrastructure reliability, maintaining an excellent safety record, managing energy portfolio risk, providing stable and low supply costs, and containment of salary and non-salary costs. These high priority areas are aligned with the strategies and objectives of the CPAU strategic plan.

| March, 2005 Residential Customer Survey Report Of Findings
This report summarizes and highlights the findings of City of Palo Alto Public Utilities’ early 2005 survey among residential customers. This is the second time Palo Alto has conducted a survey of this type, with its initial benchmark study first done in 2002, also in conjunction with the CMUA Statewide Survey of Residential Customer Satisfaction.

| MAYFIELD PUMP STATION (WS-04004)
This project will install three centrifugal pumps at the Mayfield Pump Station to deliver a higher water capacity to Pressure Area 2. A new discharge pipeline from the pump station will be connected to an existing 30-inch Pressure Area 2 pipeline on the Mayfield Reservoir site. Standby power facilities will be provided for this facility and will be sized to power both Pressure Area 2 and the existing Mayfield pump station for Pressure Area 1. Includes upgrades to instrumentation.

| SEWER MANHOLE REHAB/REPLACEMENT (WC-99013)
This project will rehabilitate or replace defective sewer laterals and manholes that are identified during the City's routine maintenance activities on the Wastewater Collection System. This project will also clean and videotape sewer collection mains and laterals as necessary.

| Wastewater Collection Fund
Consistent with the department-wide goal of focusing on reliability concerns for customers, staff will continue the construction stages of several major capital improvement projects (CIP). A final draft of a new Wastewater Collection System Master Plan has been received, and will be used to compile future CIP recommendations.

| Water Fund
Due to the critical need to ensure sufficient water supplies during emergency situations, CPAU has accelerated the implementation of the recommendations of the 1999 Water Wells, Regional Storage, and Distribution Study. This study was commissioned to evaluate ways to improve the operation and reliability of the City's water distribution system, particularly during emergency situations.
